Braces: The orthodontist will rearrange your occlusion on the back teeth (the way they touch) as well as moving the upper and lower front teeth. This is a simplified description as i cannot see the degree your bite is open. Talk to your orthodontist and have him/her go into detail about your particular case;we love to educate patients.

All of them: Forces have no effect when not pushing or pulling against things. If an open bite is not too large, then the relative position of the braces (front and back) will allow a straight wire to bring front teeth down into the bite. Surgery can do this if the amount is large. Recently skeletal anchorage devices allow us to intrude back teeth which helps close the front.

Open bite: Open bite will get fixed by orthodontics alone by pulling your front teeth together. Occasionally this will give you a gummy smile (if it is a skeletal issue). Pulling out the teeth in a skeletal problem, will not be stable.
