If 19 year old male with all leukemia that relapsed in about a year refuses chemo what are his options?

It depends: It depends on the type of cancer, characteristics of the cancer, how quickly the cancer is progressing, and other factors. This should be discussed with the treating physician.

Pretty limited: Complex problem with no easy answers. Outside of chemo are a number of substances people use with limited results. Mainstream medicine tends to make use of effective treatments whether "chemo" or other. The underlying sentiment for this question and another like it is disturbing--a 19 year old refusing chemo for relapsed all is in a difficult spot, for sure. Good luck.
