Maybe: Raynaud disease is due to spasm of the blood vessels supplying the fingers and toes, and sometimes other parts of the body. Usually both the fingers and toes are involved. However, people vary in the symptoms they get with any particular disorder, so it is possible that a person could have feet/toes symptoms and not hand/fingers problems. A primary care or rheumatology doctor can figure it out.
