Yes : Small abominal hernias best left alone if they are not bothering, like epigasrtic hernias which is due to weakness in the mid line but need observation.

Could be: The reason to fix a hernia is to relieve symptoms or prevent it from getting worse. If your more of a preventative maintenance person, go ahead and get it fixed at your convenience by a general surgeon with experience in repairing your type of hernia.

Yes: A hernia which is small and not causing any symptoms can be watched over time. It may enlarge or cause problems in the future, especially if you are doing a lot of heavy lifting. Surgery for hernias is very good at curing the problem, but there can be complications with any surgery, to answer your question, yes, this sounds entirely normal.
