My doctor hasn't proposed any surgery wants me to treat conservative because he says surgery is risky .. can cause a stiff toe or floating toe ?

Surgical options: Depending on your age, vascular status and the true problem (which you didn't specify) which toe is affected it is difficult to give a straight answer. Surgical options should always be a last resort, but there are cases where and when surgery is the first option for many patients. More information given would be helpful in answering your question.
