Lots of stuff: The commonest cause of those symptoms is simple tension, muscle spasm. Other possibilities abound, including spinal arthritis, herniated cervical discs, inflamed lymph nodes, congenital malformations (chiari syndrome) or even tumors in the back part of the brain.
