Fracture toe: If it is does not look deformed then just tape it o the 4th toe for support. Otherwise any concerns seeks medical advice from orthopedist or podiatrist.

Depends: If there is no disfigurement of the toe, then you can probably just splint it to the next toe to decrease motion and allow healing.
