Endocrinologist: There are so many possibilities for the cause. It is important that you consult with a reproductive endocrinologist to have the cause of your symptoms evaluated. Most gyn's are not trained to do this type of evaluation.

Chromosome or gland : Defect or both. This sounds like a classical xo turner syndrome girl who will have various hormonal issues, possible kidney defects, a heart defect and others. A visit to a pediatrician or family practice doc can start the evaluation but there will likely be several specialists involved as the case is sorted out.
