It can be: When a blood vessel bursts under the skin it will cause a collection of blood in the tissues called a hematoma. These can be tender and painful with some localized swelling around the hematoma itself. As long as there is no red streaking up the legs, fever, or chills, this should resolve on its own with a little time. You may want to use some heat to the area to speed the healing a little bit.
