Not sure: If you look at the package of each i believe they both will say Benzocaine which is the primary form of topical anesthetic. Likely they are very close to the same.

Same but...: They are the same but be aware the fda has announce that use of benzacaine in children under the age of 4 is dangerous because of a rare but sometimes fatal condition called methemoglobinemia. This is a disorder in which the amount of oxygen carried through the blood stream is greatly reduced. I would not use these products on toddlers and infants.
