In most states.: Yes, they can prescribe "hbo" therapy for foot wounds or for wounds on the ankle or lower leg. Typically they do not administer the treatment themselves: they'll send you to a wound care facility. Most doctors do not have hyperbaric oxygen treatments available at their own office.

Depends on Hospital: Any doc can rx for hyperbaric medicine (hbo) but a doc trained in hbo would have to qualify patient, and ensure appropriateness of treatment. In indiana, hospitals can decide what credentialed qualifications are for doc who supervise hbo. A few hospitals have decided that doc should be board cert in hbo, have acls, etc, or must be md, dpm in some hospitals may supervise hbo for foot conditions.
