Try to avoid soaps, perfumes that could irritate the urethra. Urinary tract infections can also cause itching/irritation in the urethra. Make sure you check it out with your doctor if its persisting!

Doctor can check: A primary care doctor or an ob-gyn doctor can check to see if there is a urinary infection, a vaginal infection, some allergy to something, a little rash, etc... Normally a urethra should not itch, so something is going on, but it might be a minor issue such as candida yeast. A exam is needed to figure it out.
