Yes: If the bleeding is excessively heavy, it may interfere with the reading but with newer pap preps this is usually not a problem.

Yes but not ideal: The "best" time to have a pap test is mid cycle (approximately day 14). This is not always possible / practical as appointments are made far in advance... If you are actively bleeding when a pap is taken, the blood and dead/dying cells being shed from the uterine lining may prevent the best possible interpretation. Talk with the person collecting to the pap to make the best decision.
