Depends: There are a variety of techniques, and what your surgeon feels most comfortable with and has the most experience with will have the best chance for a good outcome. A laparoscopic approach is associated with less pain/recovery, but is only performed well by those with a lot of experience. Lichtenstein repair is most reliable open approach.

Equal: The short answer is the best operation is the one that your surgeon feels most competent. The success rates, recovery and complications are comparable between open repairs and laparoscopic. Although this is debated in the literature. But ultimately, those surgeons who do laparoscopic surgery, tend to do it often, and tend to do it well. The same goes for those who do the open procedure.
