Today i woke up and i scratch my lip all of the sudden i see those clear bump it itch could that be herpes ?

Possibly yes: If the "clear bumps" are blister-like, and/or if any redness or pain, herpes might be possible. If so, it sounds more like a recurrent infection, you've probably had it a long time. If herpes, the clear bumps will turn cloudy then open sores and later scabs. If doubt remains, you'll need to see a doctor to be certain. In the meantime, don't pick at them, squeeze them, etc.
