Could be normal: As long as not red or painful. Many times after trauma, soft tissue may swell for many weeks: especially if active on feet.

You should have : This checked out by a podiatrist. I would worry that maybe the glass lacerated something. Or maybe, there is residual foreign body in your foot. Have this checked out.

Rest the foot. : It sounds as though you are not allowing the foot to heal completely - it is probably still inflamed (not infected necessarily if it doesn't hurt, have redness, warmth or pus.) inflammation is caused by the release of certain biochemicals at the site of an injury, and if inflammation is not treated, it becomes cyclic. Rest, ice, compression and elevation should help. Also an anti-inflamatory drug.
