Possible Raynaud's: Which is a vasospasm of blood vessels in cold weather, sometimes can be stress related. However, since we can't see the foot, i would recommend a doc check it out in person.

Poor circulation: If your girlfriend is having cold feet(literally) this may be caused by poor circulation, especially if the bottom of her feet are gray. Other causes may be tight shoes, or standing in damp shoes often. If this is a concern, you should definately see a podiatrist.
