Keratoses: Keratotic (so-called "stucco") lesions are common on the feet and elsewhere on the body. They are not dangerous but certainly are annoying. Try an otc lotion, such as lac hydrin or amlactin, with Lactic Acid or salicylic acid in it, to soften the top layer of skin. If those lotions aren't strong enough a dermatologist can prescribe one of a number of stronger preparations.

Moisturize!: Try using a skin lotion on a regular basis. Notice the directions?: "apply as needed". That might mean more than once a day. If you have tried this, see a podiatrist or dermatologist for help. There are prescription lotions and creams that might help. Plus, they can see if what you are describing might be something more than just dry skin.
