Specificity...: Cardiac arrest means the heart has stopped beating whereas cardiopulmonary arrest means the heart has stopped beating and the person is not breathing. The latter is more specific but if the heart has stopped, the person will not be breathing. It is possible to have a respiratory arrest and the heart is still beating but if the heart stops, breathing stops, too.
