Unlikely: Plantar fasciitis causes pain at the base of the arch where it attaches to the heel. Worse with 1st few steps in am or after sitting for a while. Tingling & pain by toes is usually due to inflammation of the ball joints (metatarsal phalangeal joints) or a nerve irritation between toes called a morton's neuroma. All these are very common foot pain conditions and can be treated. Can be on both sides.
