Yes: It's never too late to enlarge what muscle a person currently has. However the extent depends on how much the muscle has atrophied and what the quality of the muscle tissue is like. When muscle is not used for about 3 or more years fat starts to infiltrate it and this is an irreversible process. Atrophied muscle without fatty infiltration has a better chance of building up.
