Can experiencing vertigo cause one to passout?

Generally no: If you are experiencing vertigo (a feeling of spinning), this is often due to a problem in the inner ear. If you are also passing out, this probably means that your symptoms are being caused by something outside the inner ear, or you may possibly be experiencing two separate problems, an inner ear problem and a problem arising from elsewhere.
