It can.: Iodine in small doses, known as lugol's iodine or ki solution can be used to treat a goiter. However, if it is too advanced/big, surgery in the form of partial thyroidectomy, would be done.

If iodine deficient : Iodine deficiency isn't common in the us because of the availability of iodized salt. If deficient, a goiter could develop. However, taken without deficiency can cause thyroid dysfunction and is therefore not recommended except in patients with iodine deficiency.
