Yes: Skeletal muscle develops based on need and demand. Obviously, all you have to do is open a newspaper or men's magazine to see that some people have too much muscle, and are limited in their ability to move their joints, etc. People who use artificial means to increase muscle mass may not realize that the heart also builds up thickness, and this may put the person at risk of cardiac problems.

Never Enough Muscle: You can get muscle bound when you do not stretch enough while you are strengthening the muscles. This is when i hear the most about negative muscle strength. There is a condition that can require surgery called compartment syndrome. This is when the muscle hypertrophies (grows) during activity but the fascia around it is too tight to give it room.
