NO LOGICAL REASON: Other than administrative bureaucrats making this decision. I have had the same question when 21 years seems to be the age of consent for all other adult behaviors. It appears that the fda wants to give adult women one more year to think about it. There is no logical reason for this arbitrary cutoff.

FDA : The fda included that age requirement when silicone implants were brought back into our market. There isn't a lot of data, toy knowledge, to support that age requirement. The concern is that breasts may still be developing until that age.
