This can set up an itch/scratch habit that can injure themselves digging.You can spread & gently rinse the area with plain water & apply an emollient like lanolin or coco butter for comfort.Avoid the settings mentioned.If it continues check for a uti.

Very common: See a pediatrician. Is she still in diapers? Could she have been molested? There rarely are gynecologists that examine 2 yo. She needs a physical exam by a pediatrician and a urine test.

Playing with herself: Most common cause of these symtoms. However she should have her urine tested. Easy to get a specimen if potty trained. Urine will need to be collected in a special urine bag designed for babies and toddlers. Local dr. Should have such u-bags if s/he takes care of children. Change drs if s/he dosn't have u-bags because this would not meet accepted standard of care. Good luck.
