Hard to say.: Usually white rash develops on face in teens or younger individuals is dry eczema called pityriasis alba. However, it's seldom itchy and almost never extend to neck or chest. Young persons after heavy sweating in humid envoironment might develop a fungal infection called tinea versicolor, may started around neck and spreading down, might be whitish but mostly light-brown colored.
