If tpoab and tgab are present but within norm range what does that mean? does everyone have positive thyroid antibodies? fluctuating tsh as well.

Probably early : Thyroid disease. Autoimmune thyroid disease may present with just autoantibodies that you have. These are not normal. Your doctor likely plans to follow your TSH levels and if you develop any signs of thyroid deficiency, s/he will put you on medication.
