Could: Pain around eyes can lead to a headache because of referred pain. Hard to localize where pain is coming from around the eye, can be from ear, tooth, sinus, head, etc.

Related: Most eye infections are due to viral illnesses called uri. These are colds. Calls can exacerbate sinusitis and sinusitis is a common cause of headaches. So it follows, that what appears to be in i infection causing a headache is all part of the same called or uri.
