Makeup: Black circles related to broken or dilated skin surface capillaries? Cover them up, hydration, sunscreen, avoid trauma, check meds side effects, rest if fatigued, treat allergies, etc.

Not any great way: Dark circles under the eyes are often related to fluid accumulation in the area. There may be extra or enlarged blood vessels and even pigmentation. Most cosmetics can conceal these to a small degree, and some attempts at laser and surgical correction have been made with limited success. See an eye doctor or plastic surgeon/dermatologist to discuss options to help decrease their appearance.
