Maybe some: Its a more complex question than may be readily apparent. Generally, individuals are considered to be at maximum improvement at 2 years, which is long after the rate of recovers is very noticeable. However, having testing people sequentially for beyond that time, we do see some milder less significant gains. Complexity is added in that at 18 a males frontal lobes are still being myelinated.

No: Recovery from brain injury is usually maximal at 1 to 2 years. Further recovery after that is unlikely, though there may be some benefit in continuing with cognitive therapy if it is helpful.
