Probably not: When we're sleep deprived, small muscle ticks and fasciculations are normal. Often around the eyes or the neck. Being sleep deprived can make one "quirky". However, sleep deprivation can also bring out latent seizure disorders, so if it's more than just a few "muscle twitches" then see your doc for a check.
