Probably not: Not unless you need a diagnosis on what kind of pulmonary fibrosis you have exactly. By "blisters", i assume you mean either bullae or bronchiectasis. Bullae are operated on when they are really big, more than one third of the lung. Bronchiectasis may be resected if they cause repeated infections. And, there is lung volume reduction surgery, but that is done for certain cases of copd.

No: Vats with lung volume reduction is only indicated for COPD with emphysematous changes. Fibrosis doesn't respond the same way to this treatment and would in fact be very dangerous.
