Maybe: What you describe can be hair follicles. You don't say if they're of recent vintage, or have always been there. Whatnpartnof, the leg? Are they symmetrical? Your doctor will need to see these to be sure what they represent.

Keratosis pilaris: It sounds like it might be keratosis pilaris, which is commonly referred to as "chicken skin". It is harmless but can be a cosmetic concern. It most often occurs on the thighs and back of the upper arms. The best treatment is exfoliation on a regular basis. There are some prescription creams that will exfoliate and smooth the skin while maintaining hydration. Best to check with your doctor.
