CT scan "artifact": The radiologist is stating that there a technical difficulty interfering with the images on the scan due to the collarbone (clavicle) very nearby the thyroid gland. In addition to this, the jugular veins, which are located directly beneath the thyroid, were filled with intravenous contrast material, also interfering with the images. These are technical concerns, not related to a problem with you.
