No: Chronic tearing (epiphora) is frequently caused by eye irritation and dryness. Occasionally, a tear drainage duct may become partially clogged leading to frequent tearing. Good to see an ophthalmologist to find out exactly what is going wrong prior to threatment.

No: Could be tear duct obstruction / malformation, or even a sign of congenital glaucoma with blepharospasm and photophobia. Best to have it checked out.
