Dry eyes: Large buildings can be drafty and have air conditioning - this dries out the eye and causes reactive tearing (epiphora). Seems paradoxical but the large tear gland is designed to be activated automatically with irritation.

Dry or inflamed eyes: Dry eyes can become more irritated in bright lights. Additionally, people with certain inflammatory conditions of the eyes can feel worse when the strong fluorescent lights affect them. If the watering does not go away quickly or with artificial tears, you should have your eyes examined.

Blocked tear duct: If you are describing a intermittent mucousy film over the eye then it is probably a result of a blocked tear duct (lacrimal stenosis). The tears can't drain from the eye and secretions build up and sometimes get infected. If the cornea seems cloudy this may be a more serious problem requiring the attention of an ophthalmologist.

No limit: There are strong protective reflexes which cause blinking to protect the eye. Given sufficient will power, someone might keep the eye open indefinitely - something done for religious reasons by some. Be happy that your eyes blink to spread the tears and keep the eye healthy.
