Several possibility: You could consider wearing sunglasses? Also, consider if you have unusually dry eyes, to see your family doc and have them consider you for medication to increase your tears. Alternatively, consider over the counter saline eye drops. Does the sunlight hurt your eyes even without the wind? Go see an opthalmologist. Lastly, consider if you're taking any medications? and potential side-effects.
