State laws: Texas law, as in other states, determines who can legally give consent for a treatment. Until a kid reaches 18, the parents are given that right/responsibility. If the kid is "emancipated", living on their own over 16 or has been given that status but a court, they are exempt & can consent. Some issues like std treatment & reproductive health are exempted from that rule as a public health issue.

Parental Consent: The answer to your question depends on the state of residence and in many jurisdictions the age of the child. It may be wise to pursue other options if you are the minor looking for help. School counselors, faith leaders & trusted adults can assist. Many counselors, myself included will not provide care to a child if a legal issue (custody, residential rights, ongoing cases) is unresolved.
