Don't recommend it.: The skin of the scrotum is robust enough for a skin cleanser like purell, but i would advise against it as an overly moist environment can actually worsen hygeine of the male genitals. Purell is unlikely to be effective at preventing urinary tract and sexually transmitted infections. Clean and dry is best for the area.

Yes: But i assume you mean on your scrotum and purell soap (i don't recommend the alcohol based sanitizer). Just make sure to rinse completely or it can dry your skin and add to jock itch.
