Yes: If they are recovered and after close consultation with the treating physician. If they are on oxygen or have significant respiratory symptoms, scuba diving might not be advisable.

No reason not to: As dr. Hatem said, if fully recovered and having no further trouble related to the DVT and/or pe, there is no reason not to. Do check with you doctor first though.
