Low: If there are no other medical conditions, the risk of pacemaker removal is very low, below 1%. All surgical consents will list risks of bleeding, infection and death even though the likelihood of serious complications is very low.

Pacemaker: Removing a pacemaker is a simple procedure, especially if the lead(s) are capped and left in place. The risks are general surgical risks. The bigger risks are trying to remove a lead that's been in place a long time.
