Webbed toes: Yes. You can have a de-syndactyly procedure that can separate the toes.

Surgery can : Take away the webbing. (though you may not swim as fast anymore.) incidently, webbing of the feet is not that uncommon. I see it a few times a week so it is somewhat of a normal variant.
