Depends: You seem to be asking what the risks are for a patient who has COPD in having surgery. In general patients with COPD have some degree of increased risk of a post op lung problem, ranging from pneumonia to respiratory failure, and delay coming off a breathing machine post anesthesia. In general these risks are manageable and don't rule out needed surgery. The specific risks depend on the details.
