No minimum: There is no minimum. Ambient air is 21%, if it is not enough, you go up from there. Oxygen delivered by a nasal cannula starts with 0.5 lpm and goes up from there by half liter increments. Common starting rates are 1 - 1.5 lpm.

Depends: All you need is for your oxygen level to be 90% or greater. So, whatever oxygen flow you need to achieve this is what should be prescribed.

Qualifications...: In order to qualify for supplemental oxygen, a COPD patient's oxygen level needs to be at or below 88% at rest, with activity or during sleep. This is measured either with a pulse ox or abg analysis.
