Kenalog (triamcinolone) injections: If the scar is thick, serial injections of kenalog (triamcinolone) can thin the scar areas without need for surgery. More severe scars will require surgical scar revision.

It depends: Most important is why did you had the initial surgery for? If it is a simple scar on the skin, a small revisiom might be possible after a year. However a scar on the achilles tendon itself after a tendon repair is probably holding the tendon together. In that case it is best to wait and consult with the initial surgeon (presumably an orthopedic surgeon) for an opinion.
