Yes: Panic attacks can involve the symptoms you mentioned as well as other difficulties. It would be a good idea for you to get a good physical evaluation to make sure there are no other difficulties, but what you described could easily be related to panic.

Possibly: Anxiety can cause a great many puzzling symptoms. But if you also know you have diabetes, high or low blood glucose could produce similar changes in your mental status (ability to remember, make sense talking, etc). Face and arm numbness (even temporary) are of concern -- and i'd suggest you see your physician for complete evaluation of this episode or episodes.
