Needs Seen: Sounds like a narrowing of the tear duct. If not resolved at this age, should see a pediatric opthamologist.

Blocked tear ducts: And chronic pink eye from allergies can cause constant / intermittent tearing of the eyes. Allergy medications, orally and eye drops usually control them but at times they may get infected. Regardless , see a pediatric ophthalmologist to see what is the best option unless your child has down's w congenital tear duct obstruction, probing or stent tube may be needed.
