When we are walking or running, i get shooting pains to my toes when i step on the ball of my foot. what is this?

Neuroma: Sharp shooting pain in toes are usually due to neuromas . This is basically inflammation of nerves that run in between your toes. Usually the 3rd and 4th toes are affected the most but it could affect all you other toes as well.

Stress fracture: Shooting pains to toes when walking or running on the balls of your feet can be a stress fracture, capsulitis, or a pinched nerve in between your toes called a neuroma. An exam and x-rays should be helpful.
