My baby has been having congestion in her nose for 4 days, green mucus. now when she cries she sounds hoarse . she is 4 months old.?

Croup: Your baby seems to have a cold and laryngitis. If she develops a cough that sounds like a seal, she maybe getting the croup. All these conditons are caused by a virus and there's no need to worry if she does not have problem breathing and is taking her feedings well. Since she is too young and can easily get worse, i recommend that she be checked by her pediatrician.
